Early Accepted Applications

We need to stop accepting apps so early. Yeah it's good that we're less strict than other clans but still. We accepted xX_Crokro_Xx's app in less than 24 hours with only +6. Ezuriel didn't even get to vote...

RMs are allowed to accept apps after it reaches +9 (with or without the Leaders)
Leaders can't accept unless 2 other Leaders think that the person should be accepted or if the applicant has +5 votes.
